RECOMMENDATION

 

Staff recommends that the Martin Luther King Jr. Celebration & Juneteenth Celebration Advisory Committee (Committee) (1) consider a budget letter to City Council regarding the Martin Luther King Jr. Celebration and Juneteenth Celebration respective adopted budgets, and (2) consider selecting a Committee Member to draft a letter to City Council with fiscal year (FY) 2026/2027 budget adjustment recommendations.

 

 

BACKGROUND

 

Beginning in Fiscal Year 2014-2015, the City Council instituted an enhanced budget process.  This process provides additional opportunities for the public to provide input into the budget document.  Further, the City Council now specifically invites members of the City’s Commissions, Committees, and Boards (CBC) to provide comments during the City’s budget process.

 

The City’s official budget process typically begins in March of each year.  However, discussions by various CBCs regarding their annual budget recommendations to the City Council often take place earlier.

 

 

DISCUSSION

 

The City of Culver City Fiscal Year 2025-2026 Budget was adopted by the City Council on Monday, June 9, 2024. The Adopted Budget Book is posted online on the Finance Department webpage at Finance Department - City of Culver City <https://www.culvercity.gov/City-Hall/City-Departments/General-Info-Finance>. Information regarding Culver City’s budget that may be of interest to the Committee includes the following:

 

Pages 191-194: The Economic Development Division’s budget within the City Manager’s Office, which includes the Juneteenth Celebration budget of $20,000.

Page 326: The Community Events and Excursions Division’s budget within the Parks, Recreation and Community Services (PRCS) Department, which includes the Martin Luther King Jr. Celebration budget of $27,000, as well as budgets for other PRCS events such as Breakfast with Santa, Spring Egg Hunt Adventure, and Movies in the Park.

Based on the adopted Fiscal Year 2025-2026 Budget, staff is recommending that the Advisory Committee not submit a budget letter for this budget cycle. The Committee received the full funding requested in the prior budget cycle, and a portion of the allocated funds has not yet been expended. Staff recommends revisiting the need for a budget request in a future cycle should program needs change.
