RECOMMENDATION
Staff recommends the City Council adopt a resolution approving the temporary closing of portions of Washington Boulevard, Washington Place and Centinela Avenue in connection with the CicLAvia Culver City Meets Venice event (CicLAvia 2017), a City sponsored event, to be held on March 26, 2017 and adopting related rules and regulations.
BACKGROUND/DISCUSSION
On May 9, 2016 the City Council adopted Resolution 2016-R034 which approved a joint application with the City of Los Angeles and CicLAvia for grant funds through Los Angeles County Metropolitan Transportation Authority’s (Metro) Open Streets Program for the City’s second CicLAvia event, to be held on Sunday, March 26, 2017. On September 23, 2016 the City received notification from Metro that the joint application was approved.
On January 25, 2017 the Committee on Permit and Licenses (Committee) approved an event permit application submitted by CicLAvia for CicLAvia 2017. The approved permit contains a condition that its approval is subject to the City Council’s approval of the street closures related to CicLAvia 2017.
On February 13, 2017 the City Council approved City sponsorship of CicLAvia 2017.
Pursuant to Vehicle Code Section 21101(e), staff has prepared the proposed resolution for the City Council’s consideration. The proposed resolution contains a recommended finding that the closing is necessary for the safety and protection of persons who are to use those portions of the streets during the temporary closing. The proposed resolution also contains the rules and regulations related to the proposed temporary closure of the streets related to CicLAvia 2017.
The CicLAvia 2017 route will be identical to the route of CicLAvia 2015, except that this year’s event will have a pop-up protected bike lane appended to the east terminus of the route, for a length of approximately 900 feet which will be located on westbound Washington Boulevard, from Helms Avenue to National Boulevard. A pop-up is a temporary enhancement that serves as a demonstration of how the idea represented by the pop-up may look and feel. Additionally, a pop-up protected bike lane in the segment proposed will provide connectivity to the Wesley Avenue bike route, which in turn connects to the Expo bike path linking to the La Cienega/Jefferson light rail station.
The pop-up protected bike lane is proposed to be protected by creating a narrow 3-4 foot buffer between westbound traffic and the pop-up protected bike lane, which would have, in addition to standard traffic control equipment, some planters and delineators. This will help those bike riders who may not be comfortable with vehicular traffic immediately adjacent to them.
During the pop-up, Washington Boulevard, between National Boulevard and Helms Avenue, will have the number one lane available for vehicular traffic.
FISCAL ANALYSIS
Adoption of the proposed resolution does not create a fiscal impact to the City.
