RECOMMENDATION
Staff recommends the City Council 1) adopt a Resolution to accept $32,273 in 2024 Homeland Security Grant Program (HSGP) Urban Area Security Initiative (UASI) funds for tactical emergency medical services equipment, and provide Proof of Authority as required by the California Office of Emergency Services (Cal OES); and 2) approve a related budget amendment to record the revenue of $32,273 and appropriate $32,273 in Fiscal Year 2025/2026 for the UASI Grant Program (requires a four-fifths vote).
BACKGROUND/DISCUSSION
The Homeland Security Grant Program UASI funds support high-threat, high-density Urban Areas in building, sustaining, and delivering capabilities to prevent, prepare for, protect against, and respond to acts of terrorism. UASI grant funding is secured and managed by the City of Los Angeles, as the grantee, through Cal OES, and passed through to participating cities in the County of Los Angeles.
The Culver City Fire Department was awarded funding of $32,273 for tactical emergency medical services equipment through the Los Angeles Area Fire Chiefs Association regional application. The subaward period of performance ends May 31, 2027, and matching funds are not required.
In order for the City to receive HSGP funds, the City Council must adopt a resolution authorizing the project and providing “Proof of Authority”, that is, written authorization by the City Council agreeing to the following provisions found in the Cal OES 2024 Grant Assurances:
a) To provide all matching funds required for the grant project and that any cash match will be appropriated as required;
b) Any liability arising out of the performance of the agreement shall be the responsibility of the Applicant and the city council, governing board, or authorized body;
c) Grant funds shall not be used to supplant expenditures controlled by the city council, governing board, or authorized body, and
d) The official executing the agreement is, in fact, authorized to do so.
This Proof of Authority must be maintained on file and readily available upon request.
FISCAL ANALYSIS
The UASI grant does not require a local match. Funding is provided on a reimbursement basis. Staff recommends City Council approve a related budget amendment to recognize the grant funding in Account No. 41445918.341223 (Fire Department Urban Area Security Initiative 2024 Grant) and appropriate the funds for expenditure in Account No. 4145918.732120 (UASI 2024 Grant - Departmental Special Equipment) (requires a four-fifths vote).

2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
