RECOMMENDATION
Staff recommends the City Council approve a five-year agreement with MasterCorp Commercial Services (“MasterCorp”) to (1) provide citywide janitorial services at 10 City-owned facilities in an amount not-to-exceed $4,911,707 [$911,376 (first year); $945,553 (second year); $981,011 (third year); $1,017,800 (fourth year); and $1,055,967 (fifth year)]; and (2) provide on-call Event Service Workers at a starting hourly rate of $28.95 for the first year; $30.04 for the second year; $31.16 for the third year; $32.33 for the fourth year; and $33.54 for the fifth year in an amount not to exceed $250,000 annually.
BACKGROUND
On February 11, 2019, the City Council approved a five-year agreement with MasterCorp to provide citywide janitorial services for 10 City-owned facilities and Event Service Workers for special events that primarily occur at the Veteran’s Memorial Complex and the Senior Center. On April 8, 2024 the City Council approved a one-year extension to the agreement, which expires on December 31, 2024.
The contract specifies the maximum compensation amount per year for regular janitorial services and supplies and includes hourly rates for Event Service Workers that are scheduled on an as-needed basis to cover City events.
Currently, the City spends approximately $67,500 per month for janitorial services and an additional $15,500 per month for Event Service Workers. A portion of the Event Service Workers cost is reimbursed by facility renters.

Request for Proposals No. 2529 was released via PlanetBids to competing firms and the following 10 responses were received1:
Staff’s experience with MasterCorp has been favorable over the past six years and staff recommends entering into a five-year agreement with them, effective from January 1, 2025 to December 31, 2030.
FISCAL ANALYSIS
Funding for janitorial services and Event Service Workers was included in the Adopted Budget for Fiscal Year 2024-2025 within the operating budgets of the various City departments that utilize these services and reflected in the following accounts:

The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding for the first six months of the new agreement. Funding for future years of the agreement will be included in future fiscal year budgets.
MOTIONS
That the City Council:
1. Approve a five-year agreement with MasterCorp Commercial Services in an amount not-to-exceed $4,911,707 for janitorial services [$911,376 (first year); $945,553 (second year); $981,011 (third year); $1,017,800 (fourth year); and $1,055,967 (fifth year)], and establish Event Service Worker hourly rates at $28.95 for the first year; $30.04 for the second year; $31.16 for the third year; $32.33 for the fourth year; and $33.54 for the fifth year in an amount not-to-exceed $250,000 annually; and
2. Authorize the City Attorney to review/prepare the necessary documents; and;
3. Authorize the City Manager to execute such documents on behalf of the City.

1Sparkling Dream was disqualified as they did not submit a proposal containing answers to the questionnaire contained in the RFP. They only submitted a price schedule.
