Meeting Access Information  

In accordance with the amendments to the Brown Act enacted by Senate Bill 707, attendees may observe and participate in City Council meetings in person, remotely, or by telephone.

 Complete information on how to attend and participate in a City meeting and provide public comment can be found at www.culvercity.gov/agendas.


In addition to attending meetings in person, meetings may be viewed the following ways:

  1. Via the Zoom - [INSERT LINK] (Remote participation available) 
    * Zoom Workplace app is recommended for this option. 
    The meeting link can also be found at www.culvercity.gov/agendas under the "Attend a Meeting Remotely" panel. Simply click on the meeting body and you'll be joined once the meeting begins. 
  2. Call In by Telephone - Dial (310) 253-6996 to be connected to the meeting. Record your name and provide the items you would like to speak on when prompted. Meeting proceedings and participation will be audio only.
    This option is recommended for those who may not have internet. (Remote participation available)
  3. Live online at www.culvercity.gov/meetings by clicking on the “In Progress” link (View/Listen Only; No remote participation available)
  4. Via YouTube at YouTube.com/c/CityofCulverCityGov (View/Listen Only; No remote participation available)

City Council meetings may also be viewed live in Culver City on Channel 35 (Spectrum subscribers), on Channel 37 (Frontier subscribers), and Channel 99 (AT&T U-Verse subscribers). Please check channel guide listings for your provider.

Meeting Accommodation 

Childcare is available for people attending City Council meetings. Please sign up via prcs.department@culvercity.gov or by calling (310) 253-6650.

Any person needing reasonable accommodation related to disabilities, including assisted listening devices, is welcome to contact the City Clerk’s Office at (310) 253-5851 or via email at city.clerk@culvercity.gov.

To ensure public safety during City Council meetings, beginning August 12, 2024, all persons entering the Mike Balkman Council Chambers during a City Council meeting must pass through a security screening,
including a metal detector and bag inspection. Firearms, knives, weapons, and signs larger than 18 x 24 inches are prohibited from City Council Chambers and no one with any of these items will be permitted
to enter. See California Penal Code §171b and City Council Policy 4008 for more information.
 

 Public Comment

The meeting body will receive comments from the public on any item of interest to the public (not listed on the agenda) that is within the subject matter jurisdiction of the specific body.
The body cannot legally take action on any item not appearing on the agenda. Such items may be referred for administrative action or scheduled on a future agenda.

Written Comments

  • Please provide comments via eComment at www.culvercity.gov/meetings. Locate the appropriate meeting and click on the highlighted eComment link. You may need to register once.
    Those comments received 4 hours in advance of the start time will be provided to the body members and become part of the official public record through a motion to receive and file
    correspondence. If you do not want your personal information included in the official record, please do not include your address, phone number or other private information in
    your comments.     Please be advised, written comments WILL NOT be read aloud during the meeting.

Oral Comments

  • Speakers must register to speak online at www.culvercity.gov/agendas. Click on the meeting body you wish to address under "Request to Speak at a Meeting" to access the Request to Speak Form.
    Please indicate how you will attend (in-person or virtually) and the agenda item(s) for which you wish to make a comment. Speakers will be called in chronological order, based on when they registered.
    At the start of each agenda item, staff will read aloud the names of those who have requested to speak on an agenda item. Requests to speak must be received before the start of the public comment period for that
    agenda item or will not be considered. A QR code will be available for those wishing to sign up once they arrive to the meeting.

    Requests to speak will no longer be accepted through Zoom chat, only by completing the online form.
    Those without internet should contact (310) 253-5851 during business hours for help signing up to speak in advance or by speaking to staff upon arrival to the meeting room.

  • No Internet? Call in to Participate 

    If you have no way to join via internet, you may join the meeting by calling on your phone. 

    Dial (310) 253-6996 to be connected to the meeting. Record your name and provide the items you would like to speak on. Meeting proceedings and participation will be audio only.

    This option does not allow for you to view the meeting. You may watch City Council (and commission meetings via cable or online), but please remember to mute the tv or computer so that there is no echo when you speak.
 

 Authority of Presiding Officer 

Section 611 of the City Charter provides that during any public meeting, all persons shall have the right to address the City Council, and any City commission, board or committee, subject to reasonable
rules of decorum and time limits established by ordinance or the presiding officer. Therefore, the presiding officer may, from time to time, establish different time limits than those listed in this Agenda
in order to effectively conduct City business. The presiding officer may also, from time to time, re-order the items on the agenda in order to effectively conduct the City Council meeting.

 Availability of Agenda Packets and Conservation of Resources

The Agenda, staff reports and attachments are available online at www.culvercity.gov/agendas. Members of the public may inspect (at no cost) and/or obtain copies (upon payment of the City’s current
copying fee) of any regular session item by contacting the City Clerk’s Office at City Hall via phone at (310) 253-5851 or email at city.clerk@culvercity.gov.

Compliance with Government Code Section 54957.5: Any writing determined to be a public record under subdivision 54957.5(b), which relates to an agenda item for an open session of a regular meeting
of the legislative body of a local agency that was distributed less than 72 hours prior to that meeting, shall be made available for public inspection at the time the writing is distributed to all, or a majority of all,
of the members of the legislative body. Such documents are available at the Office of the City Clerk, City of Culver City, City Hall, 9770 Culver Boulevard, Culver City, CA 90232 and may be inspected by
members of the Public during normal business hours. Such documents may also be made available on the City’s Website: www.culvercity.gov.

 Cellphones and other Distractions 

Use of cell phones, pagers and other communication devices is prohibited while the meeting is in session. Please turn all devices off or place on silent alert and leave the City Council Chambers to use.
During the meeting, please refrain from applause or other actions that may be disruptive to the speakers or the conduct of City business.
 
Search Agenda Items

Search legislative items, such as ordinances, resolutions, claims, board reports, and board orders. You can search for items in upcoming or past meetings. You can search by the file number, by the agenda date, or for words within the title of the item.

Calendar

Learn about upcoming and past meetings for the official meeting bodies, including the City Council. Some meeting bodies provide online agendas and agenda packets before the meeting. Please note agenda packets can be large as they contain supplemental attachments for each agenda item.

To view a live broadcast of an in-progress meeting, you can click on the “In Progress” link in the Video column for that meeting. NOT all Board and Commission meetings are video or audio recorded.

Please note that the majority of the Boards and Commissions consist of community volunteers who meet on an as-needed basis. While the County encourages the members to provide this public access, regularly posted agendas and minutes may not always be available.

Sign Up For Alerts

To create an Alert please Sign In or Sign Up if you need an account. After creating an Alert you can edit or delete it by going to My Account.

Note: Alerts are email notifications from alerts-noreply@legistar.com. If you don't see the alert email in your inbox, please check your Junk or Spam folders.

How to Create a Meeting Calendar Alert

Your Alert is built on the terms entered and selected in the search section of the Meeting Calendar page. Even if your search does not produce immediate results, you can create an alert for the search terms. Any alerts you create will send you emails if your search terms are added to the content on the Meeting Calendar page.

  1. Click the Alerts button, after you run a search from the Meeting Calendar page. The Alerts button is located on the right-hand side of the Meeting Calendar page. Sign In or Sign Up if you need an account.
  2. Edit the Alert Name; this will appear as the subject of the email you receive. (Optional)
  3. Confirm the Search Terms, Time Period, and Department parameters are correct. To change them, return to the Meeting Calendar interface and generate a new search.
  4. Select an occurrence of how often you would like to receive an alert.
  5. Confirm the email address is correct; this should be the email address associated with your user login.
  6. Enter a secondary email address in the CC field. (Optional)
  7. Click the Add Alert button.
How to Create a Meeting Details Alert

Your Alert is built on the Meeting Details from a meeting displayed on the Meeting Calendar page. After selecting the Meeting Calendar tab > List View tab, select the Meeting Details link of a particular meeting. Alerts will then send you emails if changes are made to the Meeting Details of the selected meeting.

  1. Click the Alerts button, after you select the Meeting Details link associated with a meeting from the Meeting Calendar interface. The Alerts button is located on the right-hand side of the Meeting Calendar page. Sign In or Sign Up if you need an account.
  2. Edit the Alert Name; this will appear as the subject of the email you receive. (Optional)
  3. Confirm the Meeting parameters are correct. To change them, return to the Meeting Calendar interface and select a new Meeting Details link.
  4. Select an occurrence of how often you would like to receive an alert.
  5. Confirm the email address is correct; this should be the email address associated with your user login.
  6. Enter a secondary email address in the CC field. (Optional)
  7. Click the Add Alert button.

  6. Enter a secondary email address in the CC field. (Optional)
  7. Click the Add Alert button.
How to Create an Agenda Item Details Alert

Your Alert is built on a particular Agenda Item Legislative File. Select Search Agenda Items and click Search Legislation. All of the stored Legislative Files will display. You can also enter search terms to limit your Legislative File results. Select a particular Legislative File ID on which to build your Alert. If the selected Agenda Item Legislative File is ever updated, you’ll receive notification.

  1. Click the Alerts button, after you select an Agenda Item Legislative File ID from the Search Agenda Items page. The Alerts button is located on the right-hand side of the Search Agenda Items page. Sign In or Sign Up if you need an account.
  2. Edit the Alert Name; this will appear as the subject of the email you receive. (Optional)
  3. Confirm the Agenda Item Legislative File displayed in Search Terms is correct. To change them, return to the Search Agenda Items page and generate a new search.
  4. Select an occurrence of how often you would like to receive an alert.
  5. Confirm the email address is correct; this should be the email address associated with your user login.
  6. Enter a secondary email address in the CC field. (Optional)
  7. Click the Add Alert button.
