RECOMMENDATION
Staff recommends the City Council approve an amendment to the existing professional service agreement with SoCal Stormwater Runoff Solutions Services Inc. for stormwater consulting services at the Culver City Transfer and Recycling Station in an additional amount not-to-exceed $36,500.
BACKGROUND/DISCUSSION
The Industrial General Permit (IGP) regulates industrial storm water discharges and authorized non-storm water discharges from industrial facilities in California. Two City facilities, the Transfer Station and the Transportation Building, fall under IGP coverage. The IGP requires minimum best management practices (BMPs), including good housekeeping, preventive maintenance, spill and leak prevention and response, material handling and waste management, erosion and sediment controls, an employee training program, and quality assurance and record keeping. All dischargers are required to submit and certify reports electronically to the State Water Resource Control Board (SWRCB). Further, the IGP also requires stormwater effluent sampling events during which samples are collected from each drainage area onsite, and generation of response plan and technical reports if there is an exceedance.
SoCal Stormwater Runoff Solutions Services Inc. has performed these services for the City of Culver City for several years. A site-specific Storm Water Pollution Prevention Plan (SWPPP) has been prepared for the City’s Transfer Station, a 1.49 -acre facility, located at 9255 West Jefferson Boulevard, as well as other compliance items as required by IGP for both the Transfer Station and the Transportation Facility.
SoCal Stormwater Runoff Solutions Services Inc.’s site evaluations and reports have indicated exceedances of the allowable pollutant limits at both the Transfer Station and the Transportation Facility. The Transportation Facility’s status is Level 1 for copper and zinc, meaning it is the first report to the SWRCB of such exceedance. Copper and zinc are often found in brake pads. The Transfer Station’s status is Level 2 for magnesium, meaning it is the second report to the SWRCB. Magnesium exceedances can be caused by vehicle oil leaks, runoff from roofs, and runoffs from dumpsters stored on site.
To address the exceedances, best management practices including increased maintenance, sweeping and washing of surfaces at the two sites will be performed by City staff. Additionally, SoCal Stormwater Runoff Solutions Services Inc. will retrofit drainage systems at both sites to include filtration and capture devices in catch basins and rain gardens to prevent pollutants from entering the storm drain system.
On June 27, 2022, City Council approved a three-year professional services agreement through FY 2024-2025 with with SoCal Stormwater Runoff Solutions in an amount not-to-exceed $70,000 annually (with a total contract amount of $210,000). The work proposed is within the original scope of service, but will require a one-time increase to the maximum compensation in an amount not-to-exceed $36,500, necessitating the requested amendment to the agreement. Apart from this one-time increase, the annual cap on compensation will remain at $70,000.
FISCAL ANALYSIS
Funding for the amendment is included in the Adopted Budget for Fiscal Year 2022/2023. The Public Works Transfer Station Facility work ($22,600) will be funded from #20260410.619800 (Transfer Station - Other Contractual Services). The Transportation work ($13,900) will be funded from Account #20370200.600100 (Transportation Operations - R&M Building).

MOTION
That the City Council:
1. Approve an amendment to the existing professional services agreement with SoCal Stormwater Runoff Solution Services Inc., for stormwater consulting services at the Culver City Transfer Station and Transportation Facility in an additional amount not-to-exceed $36,500.
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
