RECOMMENDATION

 

Staff recommends the City Council authorize staff to submit an application for the US Department of Transportation Safe Streets for All Grant Program. 

 

 

BACKGROUND/DISCUSSION

 

Grant Application Authority

 

Per the City’s Administrative Procedures for Grant Submission and Management, Article VI, City staff are required to retain authorization to submit grant applications on behalf of the City. The Transportation and Public Works Departments apply for multiple grants for programs, on both a formula and competitive basis, as they are identified throughout the year. Grants provided by federal, State of California, and regional entities are all considered and utilized based on grant funding program objectives, department needs, and administrative capacity. Prior to submission of all grant applications, staff will secure written approval from the Chief Financial Officer and the City Manager.

 

 

 

 

Safe Streets for All (SS4A) Grant Program

 

The 2021 Bipartisan Infrastructure Law established the Safe Streets for All (SS4A) grant program, a new competitive funding opportunity with over $5 billion in appropriated funds over 5 years. The program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.

 

Staff is proposing to submit an application encompassing bikeway and pedestrian improvement projects along the following corridors from project lists contained in the Council-approved and adopted Bicycle and Pedestrian Action Plan and the Local Roads Safety Plan:

 

1.                     Fox Hills Neighborhood Bikeways

Implement Class II and Class IV bike lanes on Green Valley Circle, Bristol Parkway, Hannum Avenue, and Buckingham Parkway in the Fox Hills Neighborhood in accordance with the Bicycle and Pedestrian Action Plan.

 

2.                     Overland Avenue - Playa Street Pedestrian and Bicycle Improvements

Implement Class II and Class IV bike lanes on Overland Avenue and Playa Street between Venice Boulevard and the Transit Center.

 

3.                     Jefferson Boulevard Bikeway

Design and implementation of pedestrian improvements and Class IV bike lanes along Jefferson Boulevard between Sepulveda and the eastern city boundary.

 

4.                     Sepulveda Boulevard Bikeway

Design and implementation of pedestrian improvements and Class IV bike lanes along Sepulveda Boulevard between Venice Boulevard and Centinela Boulevard.

 

Projects above will include pedestrian and other safety-related improvements. 

 

 

FISCAL ANALYSIS

 

Awarded grant funds are used to offset the costs for capital projects and programs identified in previously adopted City plans and policies. The City utilizes multiple sources as matching funds to meet the cost-sharing requirements of these grants. Matching funds are sourced from prior General Fund allocations, developer impact fees, local transportation fund, previously awarded State and County grant funds and in-kind staff time.  However, if additional matching funds are needed beyond the available sources indicated, staff will return to the City Council for their consideration.  

 

No additional General Fund monies are necessary to implement the grant application process.
