RECOMMENDATION

 

Staff recommends that the Equity and Human Relations Advisory Committee (1) discuss the report from the Childhood Trauma and Equity Movie Screening Ad Hoc Subcommittee for the event program; (2) consider approval of the report’s recommendations and determine next steps; and (3) provide direction to staff if deemed appropriate.

 

 

BACKGROUND/DISCUSSION

 

During fiscal year 2021/2022, the Equity and Human Relations Advisory Committee voted to hold various public community events as part of their work plan. One of these public events includes a Childhood Trauma and Equity Movie Screening event. The Ad Hoc Subcommittee is planning to discuss event logistics during the August 23, 2022 to the entire EHRAC. The event is tentatively scheduled for September 17, 2022 from 1:00pm - 5:00pm, however, the event is still under review with staff, including the City Manager’s office, and approval of the event will need to go to City Council. There are issues to be discussed and resolved that include parental consent due to the nature of the content, and whether the film screening is appropriate for City sponsorship.

 

The Childhood Trauma and Equity Movie Screening Ad Hoc Subcommittee is recommending screening for the public the movie “Paper Tigers,” a 100-minute documentary by writer/director James Redford, about a year in the life of high school students who are undergoing tremendous stress and who eventually profit greatly from “trauma informed” education, assessment, and intervention. Following the movie screening, the Childhood Trauma and Equity Movie Screening Ad Hoc Subcommittee will host a discussion on childhood trauma, its relationship to equity issues, and provide suggestions to move forward with these critical issues.

 

 

FISCAL ANALYSIS

 

There will be costs associated with securing a license to screen the film ($400.88), special event insurance (approximately $1000), and the fees for using the Robert Frost Auditorium (approximately $1400).
