RECOMMENDATION

 

Staff recommends the City Council (1) authorize acceptance of grant funds from the Highway Safety Improvement Program (HSIP) Cycle 10 grant 5240(038), in the amount of $677,000 for the Overland Avenue High Friction Surface Treatment Project; (2) authorize acceptance of grant funds from the HSIP Cycle 10 grant Cycle 10 grant 5240(039), in the amount of $2,766,760 for the Signalized Intersections Safety Improvement Project at 10 Locations;  (3) authorize acceptance of grant funds from the HSIP Cycle 10 grant 5240(040), in the amount of $1,545,700 for the Unsignalized Safety Improvement Project at 12 locations; and (4) approve a related budget amendment to allocate the grant funds (four-fifths vote required).

 

 

 

 

BACKGROUND/DISCUSSION

 

On March 26, 2021, the City received confirmation from The State of California Department of Transportation (Caltrans) that three of our Highway Safety Improvement Program (HSIP) grant applications have been selected for funding.  The three projects are:

 

1.                     Overland High Friction Surface Treatment Project along the curved segment of Overland Avenue from Maytime Lane to Northgate Street

 

2.                     Signalized Intersections Safety Improvement Project at 10 Locations.  Improvements include new traffic signal hardware, installation of protected left-turn arrows, and implementation of leading pedestrian interval.  Locations are:

 

a.                     Washington Boulevard at Glencoe Avenue

b.                     Washington Boulevard at Beethoven Street

c.                     Washington Boulevard at Inglewood Boulevard

d.                     Washington Boulevard at Ince Boulevard

e.                     Culver Boulevard at Sawtelle Boulevard

f.                     Sepulveda Boulevard at Venice Boulevard

g.                     Overland Avenue at Braddock Drive

h.                     Overland Boulevard at Virginia Avenue

i.                     Jefferson Boulevard at Hetzler Road

j.                     Centinela Avenue at Green Valley Circle

 

3.                     Unsignalized Safety Improvement Project at 12 locations.  Safety improvements include the addition of intersection lighting, installation/upgrade of stop signs and other warning and regulatory signs, and upgrade of intersection pavement markings at 12 unsignalized intersections on Washington Boulevard, Sepulveda Boulevard, Washington Place, and Higuera Street.

 

On March 23, 2022, the City received Program Supplement Agreements from Caltrans for each project which allocated the HSIP funding for the projects.

 

 

FISCAL ANALYSIS

 

Staff is requesting the City Council accept the grant funds and approve a related budget amendment to allocate the grant funds for the three projects, which requires a four-fifths vote.  The CIP project numbers are:

 

1.                     NW048 - Overland High Friction Surface Treatment Project; $677,000

2.                     NW049 - Signalized Intersections Safety Improvement Project; $2,766,760

3.                     NW050 - Unsignalized Safety Improvement Project; $1,545,700
