RECOMMENDATION

 

Staff recommends the City Council approve a purchase order with Stryker for the purchase of 26 automated chest compression devices for seven regional fire departments, including Culver City Fire Department (CCFD), in an amount not-to-exceed $683,802.51.

 

 

BACKGROUND

 

On July 12, 2021 City Council approved a regional application for grant funds in the amount of $960,633.18 for FY 2021 Los Angeles County Measure B Funding. Measure B is a special property assessment that was passed by the voters of Los Angeles County on November 5, 2002 to provide funding for the Countywide System of Trauma Centers, Emergency Medical Services, and Bioterrorism Response.

 

On July 15, 2021, CCFD, on behalf of six additional area fire departments (Burbank, Pasadena, Long Beach, Santa Monica, Montebello, and Monrovia) submitted an application and presentation to the County for 39 automated chest compression devices.

 

On February 7, 2022, the Los Angeles County Board of Supervisors approved CCFD’s proposal in part to purchase 26 automated chest compression devices for an amount up to $683,803; the Memorandum of Agreement between the County and the City was finalized on June 7, 2022.

 

CCFD will retain three of the devices and disburse the others to six regional fire departments as follows:

 

                     Burbank:  3

                     Long Beach:  9

                     Monrovia:  2

                     Montebello:  1

                     Pasadena:  3

                     Santa Monica:  5

 

In accordance with City purchasing procedures, staff is seeking City Council approval for the purchase order of the 26 automated chest compression devices. This procurement is exempt from formal bidding procedures per Culver City Municipal Code Section 3.07.055.G, which exempts bidding requirements where competitive bid procedures have already been utilized by the City, public agency or joint power agency and the goods or supplies are supplied to the City at the same or better price. This procurement satisfies this requirement, as staff was able to secure competitive pricing from Stryker through Savvik Contract Number 2021-06.

 

 

FISCAL ANALYSIS

 

The City will be fully reimbursed by Los Angeles County with Measure B funding. If approved, the City will issue a purchase order to Stryker in the amount of $683,802.51 for 26 devices. The City will be allocated $78,900.29 for the purchase of three devices for CCFD and the remaining amount of $602,902.22 will be allocated for the City to purchase the remaining 23 devices on behalf of six other fire departments from the region.
