RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to Crosstown Electrical & Data, Inc., as the lowest responsive and responsible bidder, in the amount of $487,985, for the (i) Construction of the Sepulveda Boulevard Changeable Message Sign (CMS) and Traffic Signal Battery Backup System (BBS) Improvement Project, PZ-429, (ii) Jefferson Boulevard and Kelmore Street Intersection Safety Improvement Project, PS-019, ATPL-5240(041) and (iii) Jefferson Boulevard Traffic Signal Communication Improvement (Culver City Bus Priority System); (2) authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $109,000 (22%); and (3) approve a budget amendment appropriating $157,000 of Active Transportation Program Local (ATPL) grant funds to PS-019 (four-fifths vote requirement).
BACKGROUND
Sepulveda Boulevard CMS and Traffic Signal BBS Improvement Project, PZ-429
On June 20, 2017, Los Angeles World Airports (LAWA) entered into a settlement agreement with the City of Culver City to fund several traffic engineering improvements in Culver City to offset the impacts of LAWA’s planned Landside Access Modernization (LAMP) for Los Angeles International Airport (LAX) which would include, but not be limited to, an Automated People Mover/LAX Train, East and West Intermodal Transportation Facilities, a Consolidated Rental Car Facility, a connection to the Metro regional train system, redevelopment of several parcels used as construction staging, and associated projects. The City of Culver City and LAWA agreed that the improvement of Intelligent Transportation System (ITS) infrastructure on the Sepulveda Boulevard corridor and the provision of data from this system would benefit LAWA landside, security, and emergency operations, as well as reduce traffic congestion on LAWA-owned and controlled roadways.
Changeable Message Signs (CMS) will be used to notify the public of congested areas and events occurring at or near the airport. The proposed CMS in Culver City (only one is proposed) will be located on southbound Sepulveda Boulevard, just north of the Jefferson Boulevard/Playa Street intersection.
The Traffic Signal Battery Backup Systems (BBS) can keep a traffic signal operating in normal mode or in the all-way red flash mode during a power failure. The signals that will receive the BBS are located on Sepulveda Boulevard, between Sawtelle Boulevard and Centinela Avenue.
Kimley-Horn (Traffic Engineering Design Firm) completed the design through the City Council approved on-call traffic engineering contract with the City. On October 25, 2021, the City Council approved the plans and specifications and authorized the publication of a notice inviting bids.
Jefferson/Kelmore Intersection Safety Improvement, PS-019, ATPL-5240(041)
In the California Transportation Commission (CTC) meeting in October 2020, Culver City was awarded a 2021 ATP Quick-Build grant, in the amount of $157,000, for implementation of the temporary redesign of the intersection of Overland Avenue/Ranch Road/Kelmore Avenue as a demonstration project that would inform the future permanent redesign of that intersection.
The intersection’s temporary redesign would be implemented using pavement markings, upgraded LED stop signs, temporary traffic control equipment such as traffic delineators, replacing the existing aged red flashing beacon, adding two new streetlights at the intersection, and constructing a new curb ramp at the junction of Kelmore Avenue/Ranch Road. The design was vetted with the community and reflects the community’s input.
KOA Corporation completed the streetlighting improvement and flashing beacon replacement design through the City Council approved on-call traffic engineering contract with the City. On August 9, 2021, the City Council approved the project and authorized the publication of a notice inviting bids.
Jefferson Boulevard Traffic Signal Communication Improvement (Culver City Bus Priority System)
The Bus Signal Priority System (BSP System) provides wireless signal priority to Transportation Department buses at signalized intersections in the City to increase operational efficiency and travel time savings.
On September 9, 2019, the City Council approved a construction contract with Econolite Systems, Inc. for the Culver City Bus Signal Priority System WLAN communications Equipment Installation Project, which includes the installation and maintenance of the BSP System equipment. This project was substantially completed in 2020. However, due to the existing aging traffic signal communication, additional improvement is required to provide reliable BSP functionality. Staff identified converting the signal interconnect system from copper wiring to fiber optic cable along Jefferson Boulevard between Duquesne Avenue and Overland Avenue as a priority task.
Iteris, the original consultant for the BSP WLAN project, developed the plans and specifications for the communication improvement. On October 25, 2021, the City Council approved the plans and specifications and authorized the publication of a notice inviting bids.
DISCUSSION
The competitive bid procurement was posted on PlanetBids on May 5, 2022. On May 26, 2022, the City’s Purchasing Division opened the bids, and below is a summary of the bid proposals received:

Staff reviewed the bid proposal of the apparent lowest bidder, Crosstown Electrical & Data, Inc. and found the bid documents responsive and complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Crosstown Electrical & Data, Inc. has worked for the City of Culver City as a subcontractor on various traffic signal related projects (Traffic Monitoring CCTV Camera System, Adaptive Traffic Signal Control System, and Arterial Performance Traffic Signal Network Wide Arterial Performance Measurement System) with satisfactory results.
Staff recommends the City Council award the contract to Crosstown Electrical & Data, Inc., and authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $109,000 (22%), if necessary for unforeseen conditions, and for additional project enhancement work as needed due to favorable bid prices received and available funds.
The Project management will be performed by Public Works Department/Engineering Division. Construction engineering support, as necessary, will be performed by a consultant firm to be selected from the City Council approved list of on-call civil and traffic engineering companies.
FISCAL ANALYSIS
Funding for the projects has been included in the Proposed Budget for Fiscal Year 2022/2023 in the accounts listed below with the exception of the ATPL grant funds. If Council approves appropriating the $157,000 of ATPL grant funds to PS-019 for the Jefferson/Kelmore Intersection Safety Improvement, a budget adjustment will be made.
