BACKGROUND/DISCUSSION
On September 21, 2020, Council approved the Long-Term Facility Electrification Plan, a roadmap to convert the Department’s existing facilities and infrastructure to support the transition of CityBus and CityRide to an electric fleet by 2028. Staff is currently designing and planning on releasing a Design Build RFP for the construction of the Yard Gantry and charging system for an eventual 45 buses. The first phase of this project will be built in FY23.
Phase III of the entire project is the demolition and replacement of a new parking garage for the purpose of adding a floor to accommodate charging for nine additional on the ground floor and electrical vehicle charging for up to 30 mini-buses, shuttles and city vehicles on the second floor. This project will also allow us to increase the amount of light-duty parking on floors three and four of the structure for the essential employees that come early in the morning or stay late at night.
The height of the new 4-story parking structure exceeded the height allowance per § 17.300.025 HEIGHT MEASUREMENT AND HEIGHT LIMIT EXCEPTIONS of the Culver City Municipal Code. In order to meet the height requirement, the Transportation Property located at 4343 Duquesne Ave, Culver City CA 90232 must be rezoned as a Planned Development District. Therefore, Transportation Staff have collaborated with staff from the Current Planning Division of the Community Development Department to entitle the project, which would result in rezoning the property and a general plan map amendment, thereby allowing the conceptual design to move forward with the current height as is.
