RECOMMENDATION
Staff recommends the City Council consider the appointment of employee Alec DeMattos to fill the vacant Labor Representative seat on the Finance Advisory Committee.
BACKGROUND/DISCUSSION
The Finance Advisory Committee (FAC) provides advice to the City Council based on specific tasks and duties approved by City Council, which may include but are not limited to review of revenues and expenditures of Measure Y, Measure CW, and Measure C, as well as methods to reduce expenditures, or increase of diversify City revenues.
Pursuant to the FAC Bylaws, the FAC is composed of up to nine members appointed by City Council. The membership may include up to three City residents, up to three members of the Culver City business community, one representative from the Culver City Unified School District, and up to two labor representatives from the City’s employee bargaining groups. Each of the categories of seats has eligibility requirements.
As to the two labor seats, one of the labor representatives may be from one of the three non-management bargaining groups, and one of the representatives from one of the three management bargaining groups. The current vacant seat is the non-management seat.
Specifically, Section II.A.c.i. of the FAC Bylaws states as follows:
One (1) member may be appointed from either the Culver City Employee’s Association, the Culver City Firefighter’s, or the Culver City Police Officer’s Association. The three groups shall reach a consensus and recommend one individual belonging to any of the groups for the initial term. Individuals put forth for City Council approval shall serve a minimum of two years, or as long as a majority of the groups are in agreement. Subsequent appointees may belong to any of the groups and shall be recommended based on majority consensus of the groups for City Council approval.
At the February 9, 2022 Meeting of the FAC, the labor representative holding the non-management seat, Bryan Sua, announced his resignation. Mr. Sua has served the Committee for a total of seven years and was instrumental in various ad-hoc subcommittees and offered valuable input on the City’s Public Safety Review.
In accordance with the Bylaws, the bargaining groups have convened and reached consensus to recommend Alec DeMattos as the Labor Representative with no set term limit. DeMattos is currently a Culver City Firefighter and has served the City for nine years.
