RECOMMENDATION

 

Staff recommends the City Council (1) consider a recommendation from the Parks, Recreation and Community Services (PRCS) Commission endorsing the Lindberg Park Picnic Area Rehabilitation Project that received the majority community vote; and (2)

approve the submission of a Parks and Water Bond Act of 2018 (Proposition 68) Per Capita grant application in the amount of $202,505 for the Lindberg Park Stone House HVAC Upgrade and Picnic Area Rehabilitation Project.

 

 

BACKGROUND

 

On April 26, 2021, the City Council adopted Resolution No. 2021-R035, authorizing staff to submit applications for Parks and Water Bond Act of 2018 (Proposition 68) Per Capita funding.  At that time, staff reported that the City of Culver City was allocated $177,952 in Type 1 Per Capita Funds and $24,553 in Type 2 Per Capita Funds for a total allocation of $202,505.  In addition, the Council was informed that, based on the requirements of the grant and input from the PRCS Commission, the primary project identified was upgrading the heating system and adding air conditioning at the Lindberg Park Stone House (the Stone House HVAC Upgrade).  Since this project is located at Lindberg Park, there is an 20% match based on the project total.  An allocation of $50,627 in Park Facilities (419) Funds was approved by the City Council during the Fiscal Year 2021/2022 budget process for the match.  Therefore, the available funding for this project is $253,132.

 

Since the Stone House HVAC Upgrade was expected to use approximately half of the available budget, it was decided that a survey would be conducted to determine whether the community preferred either a Picnic Area Rehabilitation or an Outdoor Exercise Area Expansion at Lindberg Park for the use of the remaining funds.  Unfortunately, funding is not available for both projects.

 

 

DISCUSSION

 

Public Notification

 

At the October 5, 2021 PRCS Commission meeting, there was a discussion of the Proposition 68 Per Capita funded projects at Lindberg Park.  In order to inform the public of this discussion, 1,123 postcards were mailed to the residents, owners and businesses within a 1,000-foot radius of Lindberg Park on September 23, 2021.  Park signs were posted at Lindberg Park and at five other Culver City parks.  Half-page flyers were distributed to PRCS facilities, including all parks that have public buildings.  In addition, GovDelivery emails and Nextdoor, Facebook and Instagram posts were done before and during the community voting period, which was from Thursday, October 7 through midnight on Friday, October 15, 2021.  The public was informed they could vote for one project, with only one vote per person.  The voting was primarily done online.  However, voting by phone was an option for those without computer access.

PRCS Commission Recommendation

 

At the October 5, 2021 meeting, PRCS Commission made a recommendation to the City Council endorsing the project that would receive the majority community vote during the survey process.  Per the results above, the Picnic Area Rehabilitation received the majority community vote.  The color chosen for the new picnic shelter roof is evergreen.

 

Protection of the Hollywood Juniper Tree

 

The City’s arborist was recently able to schedule an evaluation of the Hollywood Juniper tree adjacent to the picnic area in Lindberg Park.  In the original Picnic Area Rehabilitation plan, it was indicated that the large tree may be removed.  Ultimately, this decision was to be based on the health of the tree, which was in question.  During the community voting period, some members of the public expressed their strong belief that the tree should be retained.  This venerable 80 - 95-year-old tree is now being “protected in place.”  It has received a clean bill of health from the City arborist so there are no plans to remove it.  The revised Picnic Area Rehabilitation plan showing this update is provided as Attachment 1.  The revised plan has also been posted on the Lindberg Park Prop 68 Projects page on the City’s website.

 

Addition of a HEPA Filter

 

At the October 5, 2021 meeting, the Commission asked staff to add a HEPA filter as part of the Stone House HVAC Upgrade.  A new quote was obtained so that this improvement can be incorporated into the project.

 

 

FISCAL ANALYSIS

 

There is currently $50,627 in Park Facilities (419) Funds in PZ-731 (Lindberg Park) for this project.  If the City Council approves the submission of a Parks and Water Bond Act of 2018 (Proposition 68) Per Capita grant application as requested, staff will return to request a budget amendment upon confirmation of the award of funds.  The Prop 68 Per Capita grant application is due by December 31, 2021.
