RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the construction of the Jefferson Boulevard Traffic Signal Communication Improvements Project, between Duquesne Avenue and Overland Avenue (part of Culver City Bus Signal Priority System WLAN Communications Equipment Installation).
BACKGROUND/DISCUSSION
The Bus Signal Priority System (BSP System) provides wireless signal priority to Transportation Department Buses at signalized intersections in the City to increase operational efficiency and travel time savings.
On September 9, 2019, the City Council approved a construction contract with Econolite Systems, Inc. in an amount not-to-exceed $290,941 for the Culver City Bus Signal Priority System WLAN communications Equipment Installation Project, which includes the installation and maintenance of the BSP System equipment in the public right-of-way. This project was completed in 2020.
However, due to the existing aging traffic signal communication, additional improvement is required to provide reliable BSP functionality. Staff identified converting the signal interconnect system from copper wiring to fiber optic cable along Jefferson Boulevard between Duquesne Avenue and Overland Avenue as a priority task.
Iteris, the original consultant for the BSP WLAN project developed the plans and specifications for the communication improvement.
FISCAL ANALYSIS
There is no fiscal impact to release the project for bids. Staff will provide further fiscal analysis after the bids are opened and when contract award is considered by the City Council. Funding of this project will mostly come from the Transportation Department budget (Account # 20370100.619800) and the remaining funding will come from Traffic Signal Upgrade Project, PZ-429. (Account# 420.619800.PZ429)
