RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Construction of a Changeable Message Sign (CMS) and Traffic Signal Battery Backup Systems (BBS) on Sepulveda Boulevard between Sawtelle Boulevard and Centinela Avenue, Project No. PZ-429.
BACKGROUND/DISCUSSION
The Los Angeles International Airport (LAX) and the surrounding cities face difficult transportation-related challenges today and in the coming years with the shifting of traffic due to the construction of new City of Inglewood sports arenas and the Los Angeles World Airports (LAWA) Landside Access and Modernization Program (LAMP) scheduled to be completed in 2022. LAMP aims to relieve congestion for airport patrons and others who are using the local transportation systems. To help with the current traffic flow challenge and additional challenges that will likely occur in the near future, LAWA will install a flexible, expandable Decision Support System (DSS) that will help manage traffic. The DSS will utilize real time data from neighboring city sources including Culver City, Inglewood, and Los Angeles Department of Transportation (LADOT). With the real time data shared from these sources, the DSS software will monitor traffic conditions in the area around LAX, detect events that will affect traffic entering and exiting LAWA, and change, when necessary, arterial signal timing plans to help facilitate the movement of traffic during highly congested periods. Changeable Message Signs (CMS) will be used to notify the public of congested areas and events occurring at or near the airport.
The proposed CMS in Culver City will be located on south bound Sepulveda Bl, just north of Jefferson Boulevard/Playa Street intersection. The design was completed by Kimley-Horn through the City Council approved on-call traffic engineering contract with the City.
The Traffic Signal Battery Backup Systems (BBS) can keep a traffic signal operating in normal mode or in the all-way red flash mode during a power failure. The signals that will receive the BBS are located along Sepulveda Boulevard, between Sawtelle Boulevard and Centinela Avenue.
FISCAL ANALYSIS
This project is funded by LAWA settlement funds in the amount of $479,366.
