RECOMMENDATION
Staff recommends that the Cultural Affairs Commission (1) receive information on the Cultural Element of the General Plan Update (GPU); and, (2) discuss and provide comments as appropriate.
BACKGROUND & DISCUSSION
A General Plan serves as a city’s primary guide for land use and development decisions and is a key tool for shaping and improving the quality of life for residents and businesses. Culver City’s existing General Plan contains nine topics, or “elements,” updated between 1968 and 2014. The existing General Plan does not have a Cultural Element, but has several related policies in the Land Use and Open Space Elements.
Culver City’s General Plan Update (GPU) is an approximately $2 million multi-year effort that kicked off in September 2019 and is scheduled to be completed end of 2022. Raimi + Associates are the GPU lead consultants and their team comprises a number of sub-consultants who are subject experts in the specific areas that fall under a General Plan Update. The updated General Plan will include a standalone Cultural Element.
At the August 18, 2020 CAC meeting, Ashley Hefner Hoang, Advance Planning Manager provided an overview of the GPU that included components of the project and major milestones completed in the first year. At that time, the Existing Condition Reports (ECR) for various elements were being completed, including those for Arts, Culture & Creative Economy and Cultural Resources (incorporated into a larger report on environmental conditions). As the GPU consultants focus on developing policies for each of the elements, staff requested that The Cultural Planning Group (CPG) - the Cultural Element subconsultant - present to the CAC the draft Arts, Culture, and Creative Economy Policy Framework (attached hereto). The intent is to obtain additional input from Commissioners prior to developing the more detailed policy document. The GPU Technical Advisory Committee (TAC) for Arts, Culture, and the Creative Economy reviewed and provided their comments at their third and last meeting on August 25, 2021. The attached framework document is the same version presented to the TAC and does not yet reflect TAC input.
