RECOMMENDATION
Staff recommends the City Council approve a regional application for grant funds in the amount of $960,633.18 for FY 2021 Los Angeles County Measure B Funding.
BACKGROUND/DISCUSSION
Measure B is a special property assessment that was passed by the voters of Los Angeles County on November 5, 2002. This assessment is imposed upon all building improvements located in Los Angeles County and is added to the Los Angeles County property taxes to provide funding for the Countywide System of Trauma Centers, Emergency Medical Services (EMS), and Bioterrorism Response.
Regional Measure B grant applications tend to offer the best success for funding as they impact several EMS providers within Los Angeles County. Staff recommends that the City of Culver City (City) serve as the primary regional applicant representing the Culver City Fire Department (CCFD) as well as six other fire departments in the region, including Santa Monica, Burbank, Montebello, Monrovia, Long Beach and Pasadena. With awarded grant funds, the City would initiate the purchase of 39 automated chest compression devices, five of which would be allocated to the CCFD.
Automated chest compression devices provide continuous chest compressions necessary for cardiopulmonary resuscitation (CPR). An example use case for an automated chest compression device is during transport of a patient up or down stairs. Ordinarily, paramedics would need to pause compressions for several seconds while a patient is transported on stairs or uneven terrain. The automated chest compression device would be able to provide continuous measured compressions no matter the terrain. In addition to lifesaving measures, the devices produce digital data that is reviewed by the department’s Medical Director and enables CCFD’s participation in pilot studies, including UCLA’s Extracorporeal membrane oxygenation (ECMO) study which aims to improve the survivability from cardiac arrest.
Currently, CCFD has three automated chest compression devices-two are located on rescue ambulances and one is located on CCFD’s paramedic engine. Since the rollout of the device in early 2016, it has been used 220 times. With grant funding, CCFD would add five additional devices-one to the new rescue ambulance and four would be assigned to the remining frontline apparatus.
FISCAL ANALYSIS
Matching funds are not required for this grant. The proposed application would include the total regional funding request of $960,633.18 for the cost of 39 automated chest compression devices. If approved to apply and awarded the grants funds, the City would be allocated $123,158.10 for the purchase of five devices for CCFD and the remaining amount of $837,475.08 would be allocated to purchase 34 devices for six other fire departments from the region. After the purchase and distribution of the 39 devices, the City would be reimbursed with Measure B Funds by Los Angeles County.

That the City Council:

2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
