RECOMMENDATION

Staff recommends the City Council consider and, if desired, adopt a Resolution supporting the goal of 100% zero emission vehicle sales in California by 2030.

BACKGROUND/ DISCUSSION

On September 23, 2020, California Governor Gavin Newsom announced that he will aggressively move the state further away from its reliance on climate change-causing fossil fuels while retaining and creating jobs and spurring economic growth. The Governor issued an executive order requiring sales of all new passenger vehicles to be zero-emission by 2035 and additional measures to eliminate harmful emissions from the transportation sector (Attachment 1).

At the March 15, 2021 City Council Meeting, the City Council directed staff to agendize an item to support the goal of 100% zero emission vehicle sales in California by 2030.

The City’s Legislative and Policy Platform supports efforts to adopt reasonable environmental regulations aimed at enhancing air quality and efforts to help municipalities plan for and fund alternative fuel vehicle infrastructure (including electric). To this end, staff has drafted the proposed Resolution (Attachment 2) for City Council’s consideration.  If the City Council adopts the resolution, staff will forward it to Culver City’s elected representatives.

FISCAL ANALYSIS

Adopting the proposed Resolution does not create a fiscal impact to the City.
