RECOMMENDATION

Staff recommends the City Council adopt a Resolution of Intention to vacate a portion of the alley located east of Elenda Street, and between Lindblade Street and Barman Avenue, and setting a Public Hearing date of April 12, 2021, pursuant to Division 9, Part 3, Chapter 3 of the Streets and Highways Code.

BACKGROUND/DISCUSSION

The subject alley is 20 feet wide and is unpaved and experiences cut-through traffic from motorists who use it to access the Triplex schools on Elenda Street.  The owners in fee of the alley are five adjacent parcels to the alley.  All of the owners of the parcels signed an agreement drafted by the City for this vacation of the alley.  As a condition of the vacation of the alley, the owners will be required to place a gate at each end with a knox box for access to emergency services or utilities.

Since a Culver City sanitary sewer line currently runs through the alley, a sewer easement will be reserved through the vacated alley.

In compliance with State of California Streets and Highways Code Division 9, Part 3, Chapter 3:  (1) the Resolution of Intention shall be published in the newspaper for at least two successive weeks; and (2) at least two weeks prior to the date of the public hearing, a minimum of three notices of the adoption of the Resolution of Intention will be posted conspicuously along the area proposed for vacation not more than 300 feet apart.

FISCAL ANALYSIS

The cost to publish the notice of the public hearing for two successive weeks in Culver City News is about $600 which will be paid from account number 10160150.612100, Engineering Services.
