RECOMMENDATION

 

Staff recommends the City Council ratify the Fiscal Year 2021 Los Angeles/ Long Beach Urban Areas Security Initiative (UASI) project application submitted to the California Governor’s Office of Emergency Services (Cal OES) in the amount of $83,702.31.

 

 

BACKGROUND/DISCUSSION

 

Urban Areas Security Initiative (UASI) funds address the unique risk-driven and capabilities-based planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas based on the capability targets identified during the Threat and Hazard Identification and Risk Assessment (THIRA) process and associated assessment efforts; and assists them in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.  The UASI program provides funding to enhance regional preparedness and capabilities in designated high-threat, high-density areas.

 

The City of Culver City is included in the Los Angeles/Long Beach UASI subgrantee grouping. The Los Angeles/ Long Beach subgrantee Approval Authority previously established four national priority areas:

 

                     Enhancing cybersecurity

                     Enhancing the protection of soft targets/ crowded places.

                     Enhancing information and intelligence sharing and cooperation with the Department of Homeland Security

                     Addressing emerging threats

 

The submitted project application included funding requests for the following three categories:

                     

                     Cybersecurity                                                               $25,000.00

                     Equipment                                                                                    $32,992.31

                     Personal Protective Equipment                     $25,710.00

 

The cybersecurity funding request is for network/ security monitoring software to enhance and strengthen the Department’s network security from cyber threats and help mitigate potential systems downtime and minimize impact to the various forms of communications the Department utilizes.

 

The equipment funding request is for a Distance Robot System.  The robot provides first responders with a tool to safely search, locate and/or inspect suspicious items or search for subjects described as having an improvised explosive device (IED).

 

The personal protective equipment funding request is for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) mask filters and ballistic rifle shields.

 

The Los Angeles/ Long Beach subgrantee group announced the availability of project funds on September 29, 2020.  The deadline to submit the project application was October 20, 2020.  Due to the condensed time to prepare the application along with obtaining vendor quotes, staff was not able to complete the staff report to get the item on the City Council’s October agenda schedule.

 

 

FISCAL ANALYSIS

 

The UASI project funding amount being requested is $83,702.31 for cybersecurity software, equipment and personal protective equipment. This is a reimbursement grant.  As of yet, there has not been clarification if upcoming approved projects are required to have matching funds.

MOTION

 

That the City Council:

 

1.                     Ratify the Fiscal Year 2021 Los Angeles/ Long Beach Urban Areas Security Initiative (UASI) project application submitted to the California Governor’s Office of Emergency Services (Cal OES) in the amount of $83,702.31; and

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
