RECOMMENDATION
Staff recommends the City Council approve a professional services agreement with Mulholland Consulting, Inc. for design of catch basin trash excluder inserts and transfer of Los Angeles County-owned catch basins to the City in an amount not-to-exceed $54,831.
BACKGROUND/DISCUSSION
Both the Municipal Separate Storm Sewer Systems (MS4 Permit) and Trash Total Maximum Daily Load regulations (TMDL) require zero trash to be discharged to Ballona Creek. Compliance is attained by installing full-capture trash excluder inserts in catch basins. The inserts consist of automatic retractable screens (ARS) across catch basin curb openings and connector pipe screens (CPS) mounted inside catch basins across the pipe outlet. Both devices are typically installed on each catch basin; however, physical conditions may prevent installation of either or both of the devices at any particular location. The devices are designed to avoid blockages and maintain flood protection while preventing trash passing through the catch basin and entering into Ballona Creek.
There are 646 catch basins equipped with full-capture excluder inserts within the City. The inserts consist of automatic retractable screens (ARS) across catch basin entrances at the curb and connector pipe screens (CPS) mounted inside catch basins across pipe outlets. There are an estimated 366 catch basins remaining without trash excluder devices that are either owned by the City or owned by Los Angeles County Flood Control District (LACFCD).
On May 21, 2020, staff released a Request for Proposals (RFP) to qualified firms to provide services for design of full capture systems on storm drain catch basins, and obtain necessary signed approval/agreements with Los Angeles County Flood Control and Los Angeles County Department of Public Works to relinquish the ownership of the catch basin to the City of Culver City, within City limits. This project consists of field survey and measurement, as-built research, evaluate and design appropriate BMPs for catch basins, permitting, and research of relinquishment with County of Los Angeles Department of Public Works and Flood Control District. Three firms responded with the following proposal amounts;

Staff has carefully reviewed the proposal for completeness and investigated the consultant’s recent projects for competency. Staff has determined that Mulholland Consulting, Inc. is qualified to perform this project.
Staff recommends the City Council approve a professional services agreement with Mulholland Consulting, Inc. for design of catch basin trash excluder inserts and transfer of Los Angeles County-owned catch basins to the City in an amount not-to-exceed $54,831.
FISCAL ANALYSIS
There are sufficient funds appropriated in the City Council Adopted Budget for Fiscal Year 2020/21 (Account Number 43480000.730100.PZ497) to cover the cost of this procurement.

MOTION
That the City Council:
1. Approve a professional services agreement with Mulholland Consulting, Inc. for design of catch basin trash excluder inserts and transfer of Los Angeles County-owned catch basins to the City in an amount not-to-exceed $54,831;
2. Authorize the City Attorney to review/prepare the necessary documents; and;
3. Authorize the City Manager to execute such documents on behalf of the City.
