RECOMMENDATION
Staff recommends the City Council approve the plans and specifications and authorize the publication of the Notice Inviting Bids for the construction of Network-Wide Traffic Signal Systems Performance Measures Project, PL-008.
BACKGROUND/DISCUSSION
The Public Works Department was awarded Grant Funds by Los Angeles County Metropolitan Transportation Authority (Metro) in the category of Signal Synchronization for an Adaptive Traffic Control System (ATCS) as part of the 2013 Metro Call for Projects.
The purpose of this next phase of the ATCS project is to enhance the ATCS in order to provide further improvements to traffic flow and minimize delays along the major arterials through Culver City. This is done by network-wide signal systems synchronization and upgrading the detection at key intersections with an arterial performance measurement system. With the arterial performance measurements, the real-time performance data will provide information to the ATCS for enhanced network optimization.
The following are the overall project elements:
1. Conduct traffic signal timing update at all the City’s signalized intersections.
2. Install equipment and software to measure travel time and speeds along major corridors in the City and associated signal communication system upgrade. The referenced corridors are Washington Boulevard, Culver Boulevard, Sepulveda Boulevard, Jefferson Boulevard, Overland Avenue, Slauson Avenue, and Hannum Avenue.
3. Install missing limit line detection as necessary, as well as video detection units at key intersections.
The aforementioned Task No. 1 was accomplished through the first Phase of the ATCS project. For the remaining design and operational improvements, staff selected Advantec from the City Council approved on-call traffic engineering consultants list. Plans and specifications for the project have been completed, and Staff is prepared to publish a Notice Inviting Bids. Subject to City Council approval, the Notice for Inviting Bids along with a copy of the Plans and Specifications will be posted on the City’s website.
FISCAL ANALYSIS
Metro will fund 80% of the project cost up to $989,517 using Los Angeles County Proposition C funds. The required $247,379 (20%) local match is funded by Playa Vista Mitigation funds.
