RECOMMENDATION

 

Staff recommends the City Council approve an application for grant funds in the amount of $41,660.00 through the FY 2020 US Department of Justice, Coronavirus Emergency Supplemental Funding (CESF) Program Solicitation.

 

 

BACKGROUND/DISCUSSION

 

Due to the unforeseeable spread of the COVID-19 virus, California Governor Gavin Newsom declared a state of emergency throughout the state on March 4, 2020.  Further, “stay at home” orders have been enacted at the state, county and city level in an effort to mitigate the spread of COVID-19.  The “stay at home” orders have had an enormous impact on how citizens and businesses have had to change their daily lifestyles to prevent the further spread of COVID-19.  These changes have had a catastrophic impact emotionally, socially and economically, resulting in city governments restructuring their operations.

 

In response to the COVID-19 pandemic, the City of Culver City (City) virtually activated its Emergency Operations Center (EOC) to respond to the pandemic.  The EOC was established on March 20, 2020 and consists of approximately 60 City employees.  City priorities are to sustain vital services, implement steps to slow the spread of COVID-19 in order to reduce and delay the number of infections, provide for the safety and well-being of employees, and implement steps to protect and support at risk populations.

 

The EOC handles a broad variety of functions and is comprised of five sections, which include Operations, Logistics, Finance, Planning and Recovery.  The Logistics section is responsible for procuring required and necessary items to keep City employees and community members safe.  Some of these items include personal protective equipment for first responders and employees with heavy public contact, decontamination services for the City fleet and City facilities, decontamination stations and cleaning supplies at City facilities, as well as COVID-19 medical testing for City employees. As the virus continues to be active, the City will continue to incur costs, as these items are necessary for City employees to mitigate the spread of COVID-19.

 

The CESF Program provides funding to assist local units of government in preventing, preparing for, and responding to the coronavirus. The Justice Assistance Grant (JAG) list is established by the Bureau of Justice Assistance and indicates the amount for which each unit of government is eligible to apply.  The procedure for the allocation of JAG funds is based on a formula using the City’s population and a three-year violent crime average in proportion of the State’s.  Sixty percent (60%) of the allocation is awarded to state agencies and forty percent (40%) is set aside for direct units of local government.  Based on the formula, the City of Culver City was allocated $41,660.00.

 

 

FISCAL ANALYSIS

 

The funding amount being requested is $41,660.00 for costs associated with preventing, preparing for, and responding to the coronavirus. There are no matching funds required.  Consistent with the CESF Program’s purpose, which involves assistance in responding to the present national emergency in connection with coronavirus, units of local government may draw down funds whether in advance or on a reimbursable basis.

MOTION

 

That the City Council:

 

1.                     Approve an application for grant funds in the amount of $41,660.00 through the FY 2020 US Department of Justice Coronavirus Emergency Supplemental Funding Program; and,

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
