RECOMMENDATION

 

Staff recommends the City Council: (1) appoint a member to the Committee on Homelessness (COH) to an unexpired term, ending June 30, 2022;  (2) provide direction to the City Clerk related to the vacancies on the Disability Advisory Committee and the Board of Trustees of the Los Angeles County West Vector and Vector-Borne Disease Control District;  and (3) provide direction to the City Clerk related to a term length adjustment for the Disability Representative Resident position on the Bicycle and Pedestrian Advisory Committee (BPAC).

 

 

BACKGROUND/DISCUSSION

 

Committee on Homelessness

On September 9, 2019, the City Council directed the City Clerk to contact a targeted pool of recent previous applicants to determine their continued interest and availability to serve in the position. Of the five (5) previous applicants, two applicants were eligible and interested and are listed below.

This appointment will be for a partial term, ending on June 30, 2020. Attached are the original redacted applications for review.

 

Disability Advisory Committee

 

On October 2, 2019, Disability Advisory Committee (DAC) Member Ko Ko Naing notified staff that he is unable to continue to serve on the committee. Mr. Naing was appointed to Seat No. 4 in June of 2016 to serve a four-year term. Appointment to Seat No. 4 on the DAC will be for a partial term expiring on June 30, 2020.

 

The DAC bylaws indicate that the committee shall meet at least Bi-Monthly.

 

The City Council may wish to consider one of the following options:

 

(1)                     Consider pool of recent, previous applicants: The City Council may wish to consider the entire 2019 pool of eligible prior applicants from all bodies (broad pool) or from a targeted pool. If either of these options are selected, the City Clerk’s Office would contact all eligible applicants to confirm they remain interested in being considered for vacant position(s), and staff would return to the City Council with an item for consideration at an upcoming Regular Meeting. (Note:  in the broad pool, there are up to 53 applicants total, subject to confirmation of interest and qualifications.  There were 3 in the most recent targeted pool of those who applied specifically for the committee and are currently eligible for appointment.)

 

(2)                     Advertise vacancy: Direct the City Clerk to advertise for the vacancy immediately over the course of the next month and bring back an item to City Council for consideration of appointment at an upcoming Regular Meeting.

 

Board of Trustees of the Los Angeles County West Vector and Vector-Borne Disease Control District

 

One seat is available for appointment to a full term beginning on January 1, 2020 and ending on December 31, 2020. Jay Garacochea is the current board member, whose term expires on December 31, 2019. Representative seats are for an outside board (not an official City body). There are no term limits for this board and Mr. Garacochea has expressed interest in serving another term, is currently serving as the Vice President of the Board and will serve as President in the coming year should he be reappointed. There were no other applicants in the most recent application cycle.

 

The City Council may wish to consider one of the following options:

 

(1)                     Reappoint Mr. Garacochea to the position for another full term, beginning on January 1, 2020 and ending December 31, 2020.

 

(2)                     Advertise vacancy: Direct the City Clerk to advertise for the vacancy.

 

Bicycle and Pedestrian Advisory Committee - Disability Representative Resident Position

 

On August 22, 2016, the City Council, making an exception, appointed Robyn Tenensap to serve as the disability representative on the BPAC while simultaneously serving on the Disability Advisory Committee (DAC). Ms. Tenensap was to serve an initial three-year term on the BPAC ending on June 30, 2019.

 

On September 9, 2019, the City Council directed the City Clerk to adjust the length of term for the Disability Representative Resident position on the BPAC from two years to four years to match the term length of the DAC.

 

The BPAC has not established bylaws and future appointments to the Disability Representative Resident position are for two-year terms. At the time of creation, the BPAC did not establish term limits for its members. 

 

The Disability Advisory Committee established bylaws in 2017. There are no term limits on the DAC and all positions are appointed to four-year terms.

 

The City Council may wish to consider one of the following options:

 

(1)                     Extend the term length of the BPAC Disability Representative Resident position to a four-year term, in order to coincide with the Disability Advisory Committee term, this would extend Ms. Tenensap’s current appointment from June 30, 2021 to June 30, 2023 while keeping all other BPAC positions as two year terms, noting that future appointment to this new four-year term does not necessarily indicate appointment to the Disability Advisory Committee; and, unless exception is made by the City Council, applicants may not serve on more than one legislative body at a time;

OR

 

(2)                     Keep length of term at two-years, thereby, leaving all appointments to the BPAC as is.

2.                     Provide direction to the City Clerk related to the unscheduled vacancy on the Disability Advisory Committee and upcoming vacancy on the Board of Trustees of the Los Angeles County West Vector and Vector-Borne Disease Control District; and

 

3.                     Provide direction to the City Clerk regarding term length adjustments for the Disability Representative Resident position on the Bicycle and Pedestrian Advisory Committee; and, if desired, extend the term length of the Disability Representative Resident position on the BPAC to a four-year term, to coincide with the Disability Advisory Committee term; and extend Robyn Tenensap’s current appointment from June 30, 2021 to June 30, 2023.
