RECOMMENDATION
Staff recommends that the Cultural Affairs Commission (“CAC”) consider the information provided herein, together with information presented at the CAC meeting on August 20, 2019, and make a recommendation to the City Council regarding a temporary art installation (or installations) at City Hall.
BACKGROUND
In conjunction with the 30th Anniversary of the establishment of Culver City’s Art in Public Places Program, staff with input from the CAC’s Public Art Subcommittee (Vice Chair Pali and Commissioner Williams), issued an Request for Proposal (RFP) in the fall of 2018 for an art consultant to implement a temporary art installation at City Hall. Three responses were submitted by the deadline. Staff and the CAC subcommittee interviewed all three candidates in February 2019, unanimously selecting Irina Panasyuk of IVP Public Art as the consultant for the project.
Again with input from the CAC subcommittee, ten diverse artists, representing disciplines in multi-media, 3D projection mapping, sculpture, installation art, murals and art walls were invited to respond to a Request for Qualifications (RFQ) developed by IVP Public Art. (Potential locations at City Hall for siting temporary art were reviewed and vetted by Cultural Affairs and Public Works staff from the perspective of access, safety and proximity to power sources.) Five artists submitted materials by the deadline in response to the RFQ. They were: Nate Mohler, Nova Jiang, London Kaye, Uri Davillier and David Torres. The CAC subcommittee reviewed the RFQ responses at its meeting on July 23, 2019 and selected four artists to develop a proposal for further consideration. (One of the four artists, Nova Jiang, withdrew from the project on August 13, 2019.) The deadline for submitting concept proposals is 5:00 PM on Thursday, August 15, 2019.
In the interest of time, the CAC subcommittee, staff and IVP Public Art decided that the RFP submissions would be reviewed at the next subcommittee meeting on Monday, August 19, 2019. All artists submitting would come in person to present their concept(s) and answer questions. The artist or artists selected by the subcommittee on August 19th would attend the CAC meeting on August 20th and present their concept(s) to the full commission for consideration. (Because some of the artists work in multimedia and/or 3D projection mapping, it would be most advantageous to have art installed close to the end of Daylight Savings Time on November 3rd.) The CAC’s recommendation will be forwarded to the City Council for consideration on September 9, 2019.
FISCAL ANALYSIS
$50,000 was appropriated from the Cultural Trust Fund (account no. 41322400.619800 PZ676) toward design, fabrication and installation of temporary art at City Hall. An additional $9,000 was appropriated toward consultant costs to implement the project.
