RECOMMENDATION
Staff recommends the City Council (1) approve a professional services agreement with Geo-Advantec, Inc. in an amount not-to-exceed $95,817 for construction material testing services for Construction Material Testing Services for the Construction of Diversion Sewer Pipes to Abandon Mesmer and Overland Sewer Pump Stations (PZ-946); and (2) authorize the Public Works Director/City Engineer to add the firm to the list of on-call geotechnical firms previously approved by the City Council for the same services.
BACKGROUND/DISCUSSION
On August 27, 2018, the City Council approved on-call professional services agreements with Associated Soils Engineering, Inc., LaBelle-Marvin, Inc., Ninyo and Moore Consultants, PSI (Professional Service Industries.), RMA Group, SCST, and Terracon Consultants, Inc., for geotechnical engineering and material testing services to support the Capital Improvement Program, from July 1, 2018 to June 30, 2023,
On March 18, 2019, the City Council approved a contract with Ramona Inc. for the Construction of Diversion Sewer Pipes to Abandon Mesmer and Overland Sewer Pump Stations (PZ-946).
The geotechnical services RFP for this project was sent to the list of selected firms via e-mail. An additional firm not on the list, Geo-Advantec, requested to receive the RFP.
On April 10, 2019, three proposals were received from the following firms:
1. Geo-Advantec, Inc.
2. Ninyo & Moore
3. Terracon Consultants, Inc.
Upon review of the proposals received, staff and the construction manager, NV5, Inc., unanimously ranked Geo-Advantec, Inc., the highest in terms of overall services provided, the availability of local laboratory, and cost effectiveness. In addition to approving an agreement with Geo-Advantec, Inc. for Mesmer/Overland Project, staff also recommends adding Geo-Advantec, Inc., to the list of on-call firms for geotechnical engineering and material testing services. Geo-Advantec, Inc. is a Small Business Enterprise (SBE), providing a full range of geotechnical engineering services. It is located in San Dimas and owns its full service accredited material testing laboratory.
The construction of sewer pipeline diversion project is scheduled to begin in July and to be substantially completed in fall 2020.
FISCAL ANALYSIS
There are sufficient funds in PZ-946 Sewer Enterprise Funds (Fund 204) for these services.

MOTION
That the City Council:
1. Approve a professional services agreement with Geo-Advantec, Inc. in an amount not-to-exceed $95,817 for construction material testing services for the Construction of Diversion Sewer Pipes to Abandon Mesmer and Overland Sewer Pump Stations (PZ-946); and,
2. Authorize the Public Works Director/City Engineer to add the firm to the list of on-call firms previously approved by the City Council for the same services; and
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
