RECOMMENDATION
Staff recommends the City Council hear a presentation about the Los Angeles Clean Tech Incubator and discuss joining LACI.
BACKGROUND/ DISCUSSION
At the October 22, 2018 City Council Meeting, Vice Mayor Sahli-Wells received consensus to invite representatives from the LACI to make a presentation to explain the concept for consideration to join their efforts. LACI is a non-profit organization and the result of the Clean Tech Los Angeles alliance among the Los Angeles Mayor’s office, the region’s universities, the Los Angeles County Economic Development Corporation, the Los Angeles Business Council, the Los Angeles Area Chamber of Commerce, LADWP and the CRA/LA (Attachment 1). In partnership with the region’s educational and research organizations - UCLA, USC, Caltech and Jet Propulsion Laboratory - LACI states that it helps accelerate the commercialization of their clean technologies, in addition to accelerating new products developed by independent entrepreneurs. A list of partners can be found in Attachment 2.
According to LACI:
“LACI is convening an unprecedented partnership to accelerate transportation electrification and zero emissions goods movement. Collaborating with local government, key regulators, utilities and others, our goal is to reduce statewide greenhouse gas emissions and improve regional air quality. An unprecedented partnership of local government leaders, utilities, regulators, and others are joining forces to reduce statewide greenhouse gas emissions and regional air pollution by accelerating zero emissions transportation by the time the world arrives for the Olympic and Paralympic Games in 2028, the Los Angeles Cleantech Incubator (LACI) announced today. LACI sees the collaboration as a critical next step in its mission to build an inclusive green economy through cleantech innovation and market transformation.
The partnership will develop a 2028 Zero Emissions (ZE) Roadmap-with the first phase released in September 2018-which sets short-term and long-term goals for regional transportation electrification and statewide zero emissions goods movement. The process for developing the 2028 ZE Roadmap will identify needed infrastructure, market signals, and other priorities. The multi-year partnership will also include working with industry, LACI’s current portfolio companies, and disadvantaged communities on pilot projects and demonstrations as well was seeking new transportation startups, developing key markets, and helping develop a diverse workforce.”
Representatives from LACI will provide a presentation to the City Council about its program and the benefits for the City of Culver City, if the City chooses to participate.
FISCAL ANALYSIS
There is no fiscal impact for the City Council to receive a presentation from the LACI. There may be a fiscal impact to join LACI, and membership fees (which vary) would be determined by LACI.

MOTION
That the City Council:
1. Receive presentation by LACI;

3. Provide other direction as deemed appropriate.
