RECOMMENDATION

Staff recommends the City Council discuss various budget balancing strategies and provide direction to the City Manager.


DISCUSSION

The City Manager/Executive Director transmitted his Proposed Budget for Fiscal Year 2018-2019 to the City Council on Monday, May 14, 2018. The Budget Message discusses on the long-term fiscal challenges the City is facing. During the City Council meeting (budget study session) of May 21, 2018, the City Council provided direction to schedule another budget study session meeting to discuss some of the potential budget balancing strategies in order to provide more concrete direction to staff. Since a number of the items for consideration would require being placed on a future ballot, identifying the items where there is consensus to move forward, prioritization and timing need to be discussed.

Discussion topics will include, but not be limited to:

* Removal of the sunset provision in Measure Y
* Pursuing the remaining 0.25% of local sales tax authority
* Business Tax Ordinance modernization and tax rate adjustments
* Parcel Tax or Community Facilities District for enhanced paramedic, police or other eligible services
* Adjusting building height restrictions in certain areas of the City.
